The question of fixing an exchange contract to 3 which my telegram No.241 of 26th September and your telegraphic
reply No.161 of 30th September refer, was after all not raised in the debate by the Unofficial Members. I touched lightly on the subject at the end of my final speech and will explain the position in this regard more fully in a subsequent despatch.
